Measure how far away the nearest viewer stands and size from there — outdoor codes are far bigger than print.
A single, short call to action — "Scan to enter" or "Scan for the drop" — beats a wall of copy at a glance.
Outdoor codes are read from several metres, and only where people can pause. The rule of thumb: minimum size ≈ scan distance ÷ 10.

Note: Drive-by billboards are the weakest spot for QR — treat any code above walking distance as a bonus, not the main call to action.

It depends on the nearest viewing distance. At a bus stop (about 5 m) aim for 20 cm; on a large billboard read from 8–10 m, 30 cm or more. Size from the closest realistic viewer, not the whole board.
Low and to one side, at a height people can reach with a phone, with a clear quiet zone and strong contrast. High-up codes on tall billboards are almost never scanned.
